Life can be hectic. As we approach the holidays, it’s even harder to get the simplest things done. It would be so much better, for instance, if refuse service workers moved gently and quietly into your neighborhood, collecting your garbage not from the curb but where you store your bins, and sanitized the bins before they left.    That’s a level of service we are told is impossible, but it's only impossible because government regulation of sanitation services prevents a higher level of service for those willing to pay a premium.
